HTM 02-01 medical gas pipeline systems is the guidance that many hospital consultants in the UAE and the wider GCC name in their specifications. Published by the UK health authorities, it covers how a medical gas pipeline system (MGPS) should be designed, installed, validated and operated. This article explains what HTM 02-01 is, how Part A and Part B differ and how engineers use it with other standards.
What is HTM 02-01?
HTM stands for Health Technical Memorandum, a series of guidance documents for healthcare engineering in the UK. HTM 02-01 deals with medical gas pipeline systems: sources, distribution, terminal units, alarms, installation, testing and operational management. It is guidance rather than a statute, but in many projects it becomes contractual because it is named in the specification.
It is normally used alongside the international standard ISO 7396-1, which sets the requirements for pipeline systems for compressed medical gases and vacuum. HTM 02-01 gives detailed engineering and management guidance on how to meet those requirements in practice.
HTM 02-01 Part A: design, installation, validation and verification
Part A is the technical part. It covers the principles of system design, the types and capacity of sources, plant rooms, pipework materials and jointing, valves and zoning, alarm systems, terminal units and their location, and the installation, testing and commissioning process. The aim is a system that can supply the clinical need safely and be proved to do so before it is used on patients.
Validation and verification include inspection, pressure and leak testing, checks that gases are not crossed between systems, purity tests and function tests of alarms and plant. Results are recorded and form part of the handover documentation.
HTM 02-01 Part B: operational management
Part B concerns what happens once the system is in use. It sets out management responsibilities and roles, such as the person who authorises work on the system, the competent person who carries it out and the quality controller who checks it. It also covers permit-to-work procedures, maintenance, emergency procedures and training.
For hospitals in the UAE, Part B is a useful template for an operational policy even where the project follows other regulations. A system that is well designed but poorly managed is still a risk, so define who is responsible, how work is authorised and how the system is re-tested after changes.
- Defined roles for authorisation, execution and quality control
- Permit-to-work for any work on live systems
- Planned maintenance and testing
- Emergency and alarm response procedures
- Training and records
Why UAE projects reference HTM 02-01
Many hospital projects in the Emirates are designed by international consultants who work to UK or European practice, so HTM 02-01 appears in specifications alongside ISO 7396-1 and sometimes NFPA 99. The regulator and the client decide which framework governs the project, so always confirm the edition and the clauses listed in the contract.
For a comparison with other frameworks see HTM 02-01 vs NFPA 99 vs ISO 7396 and NFPA 99 medical gas. About where to find the document: obtain the current official edition from the publisher rather than unofficial copies, as versions change.
Applying HTM 02-01 in a project
Ask suppliers to state which clauses their products and installation methods follow, and request documentation for each component. Plan testing and commissioning early, see medical gas testing and commissioning, and agree the roles for handover.

Frequently asked questions
What does HTM 02-01 cover?
Design, installation, validation and operational management of medical gas pipeline systems, split into Part A (technical) and Part B (operational management).
Is HTM 02-01 mandatory in the UAE?
It is guidance. It becomes binding when it is named in a project specification or by the authority. Confirm what applies to your project.
Where can I get HTM 02-01 as a PDF?
Obtain the current official edition from the publisher and check that it is the version named in your contract.
How does it relate to ISO 7396-1?
ISO 7396-1 sets the international requirements for pipeline systems, and HTM 02-01 gives detailed guidance for meeting and managing them.
