CE Marking for Medical Devices and the EU MDR: A UAE Buyer's Guide

Updated 14 October 2026 · 4 min read

CE marking on medical devices shows that the manufacturer declares conformity with European Union requirements, and for UAE buyers it is useful evidence of quality and safety. It is not, however, a UAE registration or an approval to sell locally. This guide explains what the EU MDR changed, what notified bodies do, how to check an MDR certificate and how CE documentation supports, but does not replace, registration with UAE authorities.

What CE marking means

The CE mark is the manufacturer's declaration that a product meets the applicable requirements of European law. For medical devices that law is Regulation (EU) 2017/745, known as the MDR, which replaced earlier directives. The manufacturer prepares technical documentation, runs a quality management system, assesses risks and clinical evidence, and issues an EU declaration of conformity.

For higher-risk classes a third party must also be involved. For the lowest-risk devices, the manufacturer can declare conformity without a notified body, except for certain sterile, measuring or reusable surgical products. Because this varies by class, the certificate you should expect depends on the device.

The role of notified bodies

A notified body is an independent organisation designated by an EU member state to assess conformity of certain devices and quality systems. After a successful assessment it issues a certificate that states the manufacturer, the devices or device groups covered, the applicable regulation and the validity period.

Notified bodies are listed in the European Commission's NANDO database, and the number that follows the CE mark identifies the body involved. Under the MDR, certificate data and device information are intended to be available through the EUDAMED system as its modules become mandatory; check the current position.

How to check a CE certificate

Ask the supplier for the declaration of conformity and, where relevant, the notified-body certificate. Then verify the details yourself, and keep copies in the purchase file.

  • Manufacturer name and address match the device label
  • Certificate covers the exact model or device group you are buying
  • Regulation is MDR (or, for legacy devices, a valid transitional arrangement)
  • Notified body appears in the NANDO list and its number matches the CE mark
  • Certificate is within its validity period and not suspended or withdrawn
  • Intended use and device class match your purpose

Why CE supports but does not replace UAE registration

UAE rules are separate from European ones. Medical devices are registered with the relevant authority, MOHAP federally, while DHA in Dubai and DOH in Abu Dhabi license facilities and professionals. A CE certificate is typically one of the supporting documents an applicant uses, but registration and importer requirements remain national. Confirm the current rules with the authority; see our overview of medical device registration in the UAE and the guide on how to check whether a device is registered.

Also remember that a CE mark does not confirm that a device fits your procedures or that local service exists. These are separate checks.

Practical tips for buyers

Put CE and registration documents into the tender requirement, as discussed in our guide to specifications for tenders. Ask for notification of any field safety notices, changes to the certificate or transition from older directive certificates. Request that the supplier tells you in writing if a certificate expires during the warranty period.

When comparing European and non-European products, apply the same documentary checks to both; see European vs Chinese equipment. For European-made devices you can read more in our guide to German medical equipment.

Frequently asked questions

Is CE marking approval to sell in the UAE?

No. It is evidence of conformity with European requirements. UAE registration and importer requirements are separate.

What is the EU MDR?

Regulation (EU) 2017/745, the European rule for medical devices that replaced earlier directives and strengthened clinical and post-market requirements.

How do I verify an MDR certificate?

Check manufacturer, device scope, validity and notified-body identity against the NANDO list, and ask the supplier for the declaration of conformity.

Do all devices need a notified body?

No. Lower-risk devices may be self-declared, with exceptions. Higher classes require notified-body involvement.

What if the certificate expires?

Ask the supplier for the renewal or transition status in writing and avoid new orders without valid documentation.
