X-Ray Machine Specifications: Writing Tender Documents for DR and R/F

Updated 14 October 2026 · 4 min read

Clear X-ray machine specifications are the difference between a tender that returns comparable bids and one that returns confusion. A good document states what the system must do, which parameters are mandatory, how bids will be scored and what service the supplier must provide. This guide is for hospital buyers, biomedical engineers and procurement teams in the UAE and covers DR rooms, R/F systems and mobile units.

Start with clinical needs, not product features

Begin with the examinations, patient mix and daily volume that the system must support, and the room in which it will operate. A department that sees many trauma cases needs flexible positioning and fast workflow; one doing contrast studies needs fluoroscopy; one that sees children needs low-dose technique and suitable detectors. Express these needs as functional requirements first.

Then translate them into measurable parameters. Specifications that copy one manufacturer's brochure can unintentionally exclude other suppliers or lock in features that you do not need. Write requirements as minimum or acceptable ranges, and allow equivalent solutions, so that the tender stays open and fair.

Mandatory technical parameters

For a DR system, typical mandatory items include the generator (rated power, kV and mA range, minimum exposure time and frequency type), the X-ray tube (focal spot sizes and heat capacity), the detector (size, pixel pitch, wired or wireless, scintillator type and image quality metrics such as DQE), the table or stand (weight limit, height, movements), the collimator, automatic exposure control and software features. Ask for the data sheet values with test conditions, not just headline numbers. Our guide to the X-ray generator helps you set sensible values.

For mobile equipment, add battery capacity and drive, the way exposures are powered, weight and dimensions, arm reach, detector size and charging arrangements. As examples of published data, Villa's Visitor T30 M-DR lists a 32 kW generator and a 35 x 43 cm portable detector, while Perlove's PLX M5320 lists a 50 kW generator and a 17 x 17 inch wireless detector. For portable X-ray machine specifications see our buying guide for portable X-ray machines.

  • Generator: rated power, kV and mA ranges, shortest exposure time
  • Tube: focal spots, anode heat capacity, cooling
  • Detector: size, pixel pitch, wired or wireless, DQE
  • Table or stand: patient weight limit, height range, movements
  • AEC, collimation, dose display and DICOM functions

Safety, standards and software

Ask for compliance with the applicable electrical-safety and performance standards: IEC 60601-1 for basic safety and the particular standard for X-ray equipment for radiography and radioscopy, IEC 60601-2-54. Require supplier documentation of conformity, registration of the device with the competent UAE authority (MOHAP) and the manufacturer's quality management certificates. Confirm what is required with the authorities before issuing the tender.

On the software side, specify DICOM services you need (modality worklist, storage, print and dose reporting through RDSR), dose indicators and the display of the exposure index, user access control, backup and integration with your PACS and RIS. Our article on digital radiography and PACS lists the questions to cover.

Evaluation criteria, warranty and service

Define the evaluation method in the tender: pass or fail for mandatory items, then a weighted score for technical quality, service, training, delivery and installation plan, and total cost of ownership. Ask bidders to state clearly what is included: the installation, shielding assumptions, accessories, software licences and training.

Warranty and service terms deserve their own section: warranty period and what it covers, response and repair times, availability of spare parts and tubes in the UAE, preventive maintenance visits, remote support, replacement units during repair, application training for radiographers and the support you can expect after warranty. Our maintenance services page shows the range typically offered.

Practical tips before you issue the tender

Include a site survey and a mandatory bidder visit, ask for references that can be contacted and request a demonstration of the equipment. Confirm requirements for licensing and radiation protection with FANR and your health authority (MOHAP, DHA or DOH) before finalising the room layout.
